About you and this role
We are seeking a Customs & Trade Compliance Senior Specialist with extensive experience and in-depth knowledge of Chinese customs & trade regulations. The selected candidate will lead and promote the China Customs and trade compliance activities to effectively provide high level of operational services to enable DOW to conduct import & export business more compliantly and efficiently while limiting risks. The selected candidate will act as subject matter expert in China Customs Regulatory requirements and primary point of contact for Business and other related functions.

Responsibilities
  • Lead Trade Compliance activities for China legal entities, including conducting compliance reviews, enforcing Trade processes and procedures, managing customs audits and controversies, etc.
  • Implement and standardize trade compliance policies and procedures for entities in China to safeguard compliance with Global/regional strategy.
  • Be accountable for evaluations on regulatory or customs-initiated changes affecting import/export activities for the business in China.
  • Monitor and analyze changes to trade regulations and cross-functional initiatives impacting the business.
  • Coordinate and support global/regional trade compliance activities, including internal audit reviews for China entities and monitoring the effectiveness of CAPA in the specific period.
  • Implement and maintain import/export policies and procedures, including serving as a subject matter expert for HS classification, customs valuation and trade preference/facilitation programs in China.
  • Collaborate with cross-functional teams to develop and implement effective compliance risk mitigation plan including risk assessment, evaluation, short/long term work plan.
  • Manage local customs brokers, freight forwarders and other leveraged logistics service providers, cultivate positive and productive connections with Chinese customs authorities to ensure adherence to local customs regulations.
Qualifications
  • 8+ years of practical experience in customs and trade compliance experience in China, preferably with exposure to Chemical and related industries.
  • University graduate or above in business, international supply chain management, or other trade-related disciplines.
  • Possess strong Customs & trade compliance regulatory expertise and knowhow in China, including but not limited to Customs valuation, HS code classification and FTA qualification, etc.
  • Possess strong Capability to identify potential customs & trade compliance risks and execute risk mitigation plan to assure the smooth operation in the daily import and export.
  • Proved excellent record to provide Feasible and compliant solution to business in a complex and continuously evolving Customs policy environment.
  • Experience managing audits and maintaining positive relationships with Chinese customs authorities, and ability to effectively communicate audit results to senior management.
  • Continuous improvement competence to find opportunities for Capacity up, Cost Down and Carbon-out based on ITC expertise.
  • Process automation and IT application capability in Customs and trade compliance field.
  • Excellent command of both written and spoken English language skills.
